Possible Development Wellington Road

The Parish Council has invited the representatives of Taylor Wimpey to attend its meeting on Wednesday next but they have declined to attend as the agent for the developer feels that there would be  very little to say or gain from the process at the moment. It is the view of the agent that whilst they are keen to engage with the public before submitting an application, this is only possible once they have something to consult on; which they currently do not.

In the meantime they have drafted a letter, which they proposed to send out to local residents ahead of our meeting next week; a copy of the letter has been put on-line for residents to view.

The Parish Council as consultee

The Parish Council as consultee
The Parish Council is a no longer a statutory consultee on planning applications but is
nevertheless, out of courtesy, consulted and is normally given 21 days to comment. Plans for
consideration will be listed on the Council agenda and comments returned to the Borough within the deadline.

In commenting on Planning applications, it is important that the Council considers planning  issues. These include:
• consistency with the development plan for the areas
• Traffic and highway safety issues
• overlooking, loss of privacy and loss of light
• scale of the development
• design, appearance, layout and material
• loss of important open space or physical features
• noise, disturbance or smells
• local knowledge of drainage or other possible problems with the surface
• impact on the surroundings

Issues that are not relevant include:
• Effect on the value of property
• Loss of view over other peoples land
• Possible future development not included in the application
• Private property rights such s boundary or access disputes
• Matters covered by other laws
• The morals or motives of the developer

Special rules apply for listed buildings conservation areas, trees (some are protected by Tree
Preservation Orders). Planning permission is needed for advertisements above a special size.
If development appears to have taken place without permission or if the development is more
extensive than given in the planning consent, the District Council’s enforcement officer to
visit the site and take any necessary follow up action.

Planning Application: 16C Holly Road, Little Dawley.

The Parish Council has today been notified of the following planning application:

TWC/2014/0876

16C Holly Road, Dawley, Telford, Shropshire, TF4 3HB

Erection of a two storey rear extension

Full details of the application can be viewed on the Borough Council’s website here.

This planning application will be discussed by the Parish Council at its meeting on Wednesday October 15th.

Please Note

Dawley Hamlets Parish Council is NOT the Planning Authority; this is the function of The Borough Council. The view of the Parish Council does not carry any extra weight (over and above any other resident) nor is it guaranteed to be taken into account when any decision is made by the Borough Council. The Parish Council is simply invited, by the Borough Council, to give its views on planning applications. If this planning application affects you, or you have a view which you wish to be  taken into consideration by the Planning Officers of the Borough Council then it is important that you convey that opinion directly to the relevant authority (which is Telford and Wrekin Council). The Parish Council is unable to “pass on” the views of others to the Planning Authority but it may take into account the views of residents of the Parish when deciding upon its own position on any particular application.

Proposed Development; Wellington Road Horsehay.

Members of the Parish Council have recently been approached by a number of residents who appear to be getting more and more agitated over something that neither they nor us can do anything about.

What has happened is that the developers have sent in machinery to begin certain preparatory ground-works in order for them to “map” the land and provide a site survey for the architects. Without a proper mapping of the land – and lets face it, it is their land with which they can do as they please landscape wise – the architect is unable to provide any accurate designs for consideration.

I have spoken to Mr Crow, the developer’s agent, and he assures me that nothing which might require planning permission will be undertaken until planning permission is gained and that this is simply preparatory work. Arguably the developer is perhaps arrogantly confident that permission will eventually be gained but, given the present national and local planning policy, in all reality it is likely that permission will be gained anyway. That said, I have been told that the promised leaflets will be distributed within a couple of weeks and that the Parish Council will be amongst the first to receive any details.

It appears that some residents have organised some sort of campaign and that there is a leaflet going around the houses asking (I paraphrase) “what are the councillors doing about it”.

The view of the Parish Council (at the time this comment was written) is that:
1) we have received advanced notice that there is an intention to develop the land.
2) we have no idea at this stage what the development will be but we have been given some indication that it will be “courtyard based” and that vehicular access will be onto Wellington Road via a number of points.
3) we have received an assurance that there will be public consultation and that a leaflet drop will take place shortly
4) at some stage we will no doubt be asked to comment on a formal planning application but in the mean time, it would be the intention of the parish council to facilitate some public discussion on the matter between the affected residents and the developers agents (subject of course to the developers agreeing).
5) we, the Parish Council, can not stop the preparatory work taking place, it is a lawful activity.
6) if anyone claims that a footpath is affected, we would need to see some evidence of the footpath number and route.
