The Parish Council has just been notified of the following planning application:

TWC/2015/0352 Land south of The Priory, Dawley Road, Lawley, Telford, Shropshire, Outline application for the erection of 31 dwellings with associated access.

The view of the Parish Council does not carry any extra weight (over and above any other resident) nor is it guaranteed to be taken into account when any decision is made by the Borough Council. The Parish Council is simply invited, by the Borough Council, to give its views on planning applications. If a planning application affects you, or you have a view which you wish to be taken into consideration by the Planning Officers of the Borough Council then it is important that you convey that opinion directly to the relevant authority (which is Telford and Wrekin Council). The Parish Council is unable to “pass on” the views of others to the Planning Authority but it may take into account the views of residents of the Parish when deciding upon its own position on any particular application.

 

 

Draft Minutes of the 2015 Annual Parish Meeting

The draft minutes of the Annual Parish Meeting are now on-line.

Members of the Public are asked to especially note that the Parish Meeting is NOT a Parish Council meeting.

The Annual Parish or Town Meeting is not a Parish Council meeting. It is a meeting of the parish or town electors and could involve local organisations such as the Women’s Institute and the drama group. Strictly speaking electors can set the agenda, and in practice these meetings often celebrate local activities and debate current issues in the community. The chairman of the Parish Council calls the Annual Parish or Town Meeting and, if present, will chair it. It is best practice to hold the Annual Meeting of the Council and the Annual Parish Meeting on different occasions to avoid confusion. [The Good Councillors Guide]

 

PARISH MEETING
A parish meeting, in England, is a meeting to which all the electors in a civil parish are entitled to attend. In some cases, where a parish or group of parishes has fewer than 200 electors, the parish meeting can take on the role of the parish council itself, with statutory powers, and electing a chairman and clerk to act on the meeting’s behalf.

In England, the annual parish meeting of a parish with a parish council must take place between 1 March and 1 June, both dates inclusive, and must take place no earlier than 6pm.

Parish meetings are a form of direct democracy, which is uncommon in the United Kingdom, which primarily uses representative democracy.

Section 39(2) of the Local Government Finance Act 1972 provides that a parish meeting is a precepting authority. This means that where there is no parish council the parish meeting must meets its own expenses, usually by precepting on the district council.

A parish meeting may only precept for expenditure relating to specific functions, powers and rights which have been conferred on it by legislation.

Parish meetings do not have the power to appoint staff.

Improvements – Pageant Drive

The Borough Council are proposing to provide additional parking within Pageant Drive adjacent to the Green – Additional footpath link across the Green to give improved access to the bus stop & local store – Footpath improvements around the perimeter of the Green removing steps to give better level access.

Localised carriageway resurfacing works will also be carried out within Pageant Drive.

The works are programmed to start week commencing 27th April & scheduled to be completed by the 29th May 2015

The immediate residents should have been notified by letter of the details and of the intended start date.

Grant Funding

The Parish Council has a a small budget which it allocates to the provision of grant funding to organisations which benefit the residents of the parish. Today, a request was received to sponsor a local youngster to train in the pursuit of his chosen sport. Unfortunately, the Parish Council is unable to assist with applications to provide grant funding for individuals and I thought it might assist by explaining why this is the case.

The Council can only award grants using certain legal powers; specific powers allow the Council to provide funding for specific activities or projects which Members feel will be of benefit to the Parish of Dawley Hamlets, e.g. grants to a sport club, for a music festival or towards community celebrations of special events such as the Queen’s Diamond Jubilee.  Where no other power is available, the Council may decide to use its power under Section 137 of the Local Government Act 1972, to award a grant where it feels that to do so will benefit some or all of its residents or some or all of the area.  The critical words are some or all – in both cases.  This means that grants to individuals are not feasible and grants where the activity would not obviously benefit the Parish of Dawley Hamlets are equally problematic and can not therefore be made no matter how worthy Members of the Council may feel the applicant might be.

Planning applications Doseley

The Parish Council has been notified of the following planning applications:

TWC/2015/0312 Greenhurst, 14 St Lukes Road, Doseley, Telford, Shropshire, TF4 3BD Reduction of height by up to 2.4m and crown thinning by 25% to one Beech tree.

TWC/2015/0301 The Hollies, 21A Frame Lane, Doseley, Telford, Shropshire, TF4 3BH Erection of a 1.5m wooden trellis on to an existing 1.8m wooden fence (Retrospective).

Elections

The Parish of Dawley Hamlets is divided into two Wards, Dawley Hamlets Ward and Aqueduct Ward. There will be no election for the Dawley Hamlets Ward (it is uncontested) so Cllrs. Beryl Onions, Mike Phillips and Cathy Salter are elected to the Council. TWC/2014/0998 Land adjacent Windermere House, Farm Lane, Horsehay. Erection of 13 dwellings with associated parking, access and drainage.

TWC/2015/0159 35 Jarman Drive, Horsehay. Erection of a single storey rear extension.

TWC/2014/0559 Woodlands Farm, Woodlands Lane, Horsehay. Conversion of existing agricultural buildings into four dwellings.

Refusal:
TWC/2014/1140 35 Fellows Close, Little Dawley. Two storey side and single storey rear extension.

Please note that the Parish Council is only able to express a view on these applications. If you, as a resident of the Parish, have a view then it should be submitted in writing to the appropriate planning officer.
